r\u0103sp\u00e2ndit \u00een \u00eentreaga lume, pe toate continentele \u0219i aproape \u00een toate \u021b\u0103rile planetei noastre. Actuali cet\u0103\u021beni ai statelor de reziden\u021b\u0103, din cauza unei istorii tragice, de rasism institu\u021bional, exterminare \u0219i etnocid cultural, rromii nu au reu\u0219it s\u0103-\u0219i \u00eentemeieze un stat propriu. \u00cen acest context se poate afirma, f\u0103r\u0103 teama de a gre\u0219i, c\u0103 rromii sunt un grup etnic sau o minoritate etnic\u0103 transfrontalier\u0103 \u0219i non-teritorial\u0103 sau non-statal\u0103.<\/p><p>Rromii din Europa sunt recunoscu\u021bi ca minoritate na\u021bional\u0103 cu toate drepturile culturale, inclusiv lingvistice, care decurg din acest statut, \u00een 14 state membre ale Uniunii Europene \u0219i \u00een alte c\u00e2teva \u021b\u0103ri precum Serbia, Macedonia, Bosnia, Muntenegru \u0219i Republica Moldova.<\/p><p>Pe data de 1 ianuarie 2001, pre\u0219edintele Uniunii Interna\u021bionale a Romilor, Emil Scuka, declara c\u0103 rromii sunt o na\u021biune cultural-politic\u0103 transfrontalier\u0103 \u0219i non-teritorial\u0103:<\/p><p><em>\u201cIndivizii apar\u021bin\u00e2nd Na\u021biunii Rome cer reprezentarea Na\u021biunii lor, care nu dore\u0219te s\u0103 devin\u0103 stat. Cerem s\u0103 fim recunoscu\u021bi ca Na\u021biune, pentru binele romilor \u0219i al neromilor, care \u00eemp\u0103rt\u0103\u0219esc nevoia de a face fa\u021b\u0103 noilor provoc\u0103ri contemporane. Noi, o Na\u021biune din care o jum\u0103tate de milion de persoane a fost exterminat\u0103 \u00een Holocaustul uitat, o Na\u021biune ai c\u0103rei indivizi au fost de prea multe ori discrimina\u021bi, marginaliza\u021bi, victime ale intoleran\u021bei \u0219i ale persecu\u021biilor, avem un vis, \u0219i ne angaj\u0103m s\u0103-l \u00eendeplinim. Suntem o na\u021biune, \u00eemp\u0103rt\u0103\u0219im aceea\u0219i tradi\u021bie, aceea\u0219i cultur\u0103, aceea\u0219i origine, aceea\u0219i limb\u0103; suntem o na\u021biune. Nu am urm\u0103rit niciodat\u0103 s\u0103 ne fond\u0103m un stat rom. \u0218i nici ast\u0103zi nu dorim un stat,acum c\u00e2nd noua societate \u0219i noua economie dep\u0103\u0219esc, concret \u0219i progresiv, importan\u021ba \u0219i adecvarea statului ca mod de organizare a indivizilor \u00een\u0219i\u0219i.\u201d<\/em><\/p><p>Rromii au un steag interna\u021bional rrom, un imn interna\u021bional rrom, o zi interna\u021bional\u0103 &#8211; 8 Aprilie, care celebreaz\u0103 Primul Congres Interna\u021bional al Rromilor din 1971, \u0219i o limb\u0103 comun\u0103 rromani cu scrierea ei standardizat\u0103 \u0219i cu limba literar\u0103 \u2013 forma ei cea mai rafinat\u0103.<\/p><p>Din p\u0103cate \u00eens\u0103, din cauze care \u021bin de rasismul anti-rrom al statelor, dar \u0219i de sl\u0103biciunea \u0219i lipsa de unitate a mi\u0219c\u0103rii rromilor, marcate, tot din cauza rasismului istoric, de stigma de sine etnic\u0103, \u00een lume exist\u0103 foarte pu\u021bine muzee ale rromilor, foarte pu\u021bine teatre rrome, foarte pu\u021bine biblioteci rrome, foarte pu\u021bine filarmonici ale rromilor, foarte pu\u021bine centre culturale rrome publice, foarte pu\u021bine televiziuni, posturi de radio sau emisiuni rrome, foarte pu\u021bine publica\u021bii rrome, foarte pu\u021bine \u0219coli sau clase cu predare \u00een limba rromani, nicio \u0219coal\u0103 de arte \u0219i meserii cu specializare pe me\u0219te\u0219ugurile rromilor, produc\u021bie cultural\u0103 rrom\u0103 minim\u0103 sau inexistent\u0103, reprezentare politic\u0103 minim\u0103 sau inexistent\u0103 la nivelul autorit\u0103\u021bilor publice decizionale locale, na\u021bionale, europene sau interna\u021bionale (consilii locale, guverne, parlamente).<\/p><p>\u00cen Rom\u00e2nia nu exist\u0103 un muzeu al culturii rromilor, nu exist\u0103 un teatru rrom, nu exist\u0103 o bibliotec\u0103 rrom\u0103, nu exist\u0103 o filarmonic\u0103 a rromilor, nu exist\u0103 centre culturale rrome publice locale sau jude\u021bene, nu exist\u0103 televiziuni sau posturi de radio publice rrome, sunt foarte pu\u021bine \u0219coli sau clase cu predare \u00een limba rromani, nu exist\u0103 nicio \u0219coal\u0103 de arte \u0219i meserii cu specializare pe me\u0219te\u0219ugurile rromilor. Exist\u0103 numai Centrul Na\u021bional de Cultur\u0103 a Romilor\u00a0 &#8211;\u00a0 Romano Kher, singura institu\u021bie public\u0103 de nivel na\u021bional din Rom\u00e2nia care are drept scop dezvoltarea \u0219i promovarea culturii rrome.<\/p><p>Viziunea pentru viitor a mi\u0219c\u0103rii interna\u021bionale a rromilor este recunoa\u0219terea na\u021biunii rromani cultural-politice transfrontaliere nonteritoriale prin crearea \u0219i dezvoltarea de institu\u021bii culturale rrome \u0219i de institu\u021bii de reprezentare decizional\u0103 a rromilor, precum \u0219i printr-o masiv\u0103 \u0219i extins\u0103 produc\u021bie cultural\u0103 rrom\u0103 \u00een domeniile artistice \u0219i de cercetare.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-b0e821a elementor-widget elementor-widget-heading\" data-id=\"b0e821a\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h6 class=\"elementor-heading-title elementor-size-default\">dr.
