Cu toate acestea, rromii nu se bucur\u0103 cu adev\u0103rat de drepturile culturale care decurg din acest statut tocmai pe fondul stigmatiz\u0103rii apartenen\u021bei etnice \u0219i al persisten\u021bei rasismului anti-rrom at\u00e2t \u00een societate, c\u00e2t \u0219i la nivelul autorit\u0103\u021bilor publice, acestea din urm\u0103 aleg\u00e2nd, deseori, s\u0103 exclud\u0103 rromii de la punerea \u00een practic\u0103 at\u00e2t a drepturilor cet\u0103\u021bene\u0219ti, c\u00e2t \u0219i a drepturilor etnice. De\u0219i minoritate na\u021bional\u0103 recunoscut\u0103, rromii sunt, \u00een continuare, victime ale excluderii sociale, de cele mai multe ori ignora\u021bi ca minoritate na\u021bional\u0103 \u0219i lua\u021bi \u00een considerare numai ca grup social vulnerabil sau defavorizat. \u00cen consecin\u021b\u0103, politicile publice adresate rromilor \u00een ultimii 30 de ani, inclusiv strategiile guvernamentale pentru incluziunea rromilor, \u00eencep\u00e2nd cu prima astfel de stategie din 2001, s-au concentrat \u00een special pe integrarea social\u0103 a rromilor \u0219i pe combaterea s\u0103r\u0103ciei, trat\u00e2nd superficial sau marginal prevenirea \u0219i combaterea rasismului anti-rrom \u0219i problematica identit\u0103\u021bii etnice rrome \u0219i aproape ne\u021bin\u00e2nd cont de faptul c\u0103 rromii sunt o minoritate na\u021bional\u0103 recunoscut\u0103, cu drepturi culturale care decurg din acest statut.<\/p><p>Cu toat\u0103 evolu\u021bia organiz\u0103rii rromilor dup\u0103 recunoa\u0219terea lor ca minoritate na\u021bional\u0103, statul rom\u00e2n r\u0103m\u00e2ne profund dator minorit\u0103\u021bii na\u021bionale rrome pe care \u00eenc\u0103 o consider\u0103 grup social vulnerabil sau defavorizat, \u00eempiedic\u00e2nd exercitarea drepturilor culturale care decurg din statutul de minoritate na\u021bional\u0103. Astfel, \u00een timp ce alte minorit\u0103\u021bi na\u021bionale au institu\u021bii publice fundamentale precum muzeu, teatru, monumente de for public, periodice \u0219i alte publica\u021bii \u00een limba matern\u0103 a minorit\u0103\u021bii, \u0219coli, licee \u0219i facult\u0103\u021bi cu predare \u00een limba matern\u0103 a minorit\u0103\u021bii, rromii au numai Centrul Na\u021bional de Cultur\u0103 a Romilor, institu\u021bie public\u0103 marginalizat\u0103 \u0219i limitat\u0103 institu\u021bional din toate punctele de vedere: dimensiunea personalului, buget, atribu\u021bii, posibilit\u0103\u021bi de ac\u021biune.<\/p><p>Singura \u0219ans\u0103 ca rromii s\u0103 fie nu numai <em>de jure<\/em>, dar \u0219i <em>de facto<\/em> o minoritate na\u021bional\u0103 este ca at\u00e2t statul rom\u00e2n, c\u00e2t \u0219i organiza\u021biile rromilor s\u0103 \u00een\u021beleag\u0103 c\u0103 cet\u0103\u021benie deplin\u0103 \u00eenseamn\u0103, \u00een cazul unei minorit\u0103\u021bi na\u021bionale, inclusiv exercitarea drepturilor culturale \u0219i s\u0103 colaboreze \u00een vederea realiz\u0103rii acestui deziderat.<\/p><p>Este responsabilitatea statului rom\u00e2n s\u0103 contribuie decisiv la destigmatizarea identit\u0103\u021bii etnice rrome tocmai pentru c\u0103 a practicat, sute de ani, o politic\u0103 de stigmatizare a culturii rromani.\u00a0<\/p><p>Este responsabilitatea mi\u0219c\u0103rii rromilor s\u0103 continue \u0219i s\u0103 dezvolte viziunea \u00eenceputurilor sale din 1919 prin cre\u0219terea con\u0219tiin\u021bei etnice rrome, prin practicarea drepturilor etnice al\u0103turi de drepturile civice \u0219i prin reconstruc\u021bia etno-culturii rromilor \u00een cadrele institu\u021bionale moderne pe care i le poate pune la dispozi\u021bie tocmai statutul de minoritate na\u021bional\u0103 \u00eendelung a\u0219teptat \u0219i nici ast\u0103zi pe deplin exercitat.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-b3f2b8d elementor-widget elementor-widget-heading\" data-id=\"b3f2b8d\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h6 class=\"elementor-heading-title elementor-size-default\">dr.
